Mission Statement:
The Wichita Gaming
Commission (WGC) shall act to protect the assets of the
tribe’s gaming enterprises and regulate all forms of
permissible and authorized gaming within the jurisdiction of
the Wichita and Affiliated Tribes. The WGC shall also act to
promote and ensure integrity, security, honesty, and
fairness of the operation and administration of the tribe’s
gaming enterprises by insuring adequate internal controls
are in place and conformed to.
Goals:
1. To regulate the gaming operations by assuring compliance
with: a) the Wichita Gaming Ordinance, b) Regulations of the
National Indian Gaming Commission’s (NIGC) Minimum Internal
Control Standards (MICS) and the Indian Gaming Regulatory
Act (IGRA), c) the Tribal-State Compact between the Wichita
and Affiliated Tribes and the State of Oklahoma, and d)
Tribal Internal Control Standards (TICS).
2. To protect the tribal gaming operations and assets from
theft and illegal activity.
3. To ensure that gaming licenses are issued with thorough
background investigations having been conducted and
suitability determinations having been made in a timely
manner.
4. To continue to ensure integrity and fairness in all
gaming activities conducted within the tribal gaming
enterprises.
Description of Services:
Serving as The Wichita and Affiliated Tribe's regulatory arm
in gaming, the WCG formulates and interprets policy and is
responsible for implementing the rules and regulations
through the four guiding documents for the Wichita and
Affiliated Tribe’s Gaming Enterprises, listed under Goals 1)
a, b, c, and d.
The WGC is empowered to issue Gaming Facility Licenses,
Employee Gaming Licenses, Vendor Gaming Licenses.
The WGC conducts comprehensive background investigations on
all management and key employees of the Gaming Enterprises,
makes suitability determinations, and if found suitable,
issues an individual gaming license. Management and key
employees’ background applications are sent to the National
Indian Gaming Commission Field Office in Oklahoma City, Oklahoma,
for its review and approval.
The WGC ensures that accounting and cash controls are in
place and audited internally and externally. The WGC
requires the Gaming Enterprises to comply with security and
surveillance standards in accordance with all the mandated
regulations.
The WGC conducts investigations of possible violations and
takes appropriate enforcement action with respect to the
tribal gaming ordinances and regulations.
The WGC resolves patron disputes and holds hearings for
appeals of denial/revocation of Gaming Licenses and
Expulsions.
The WGC also interacts with other regulatory and law
enforcement agencies, as well as ensuring that the gaming
facilities are constructed, maintained, and operated in a
manner that adequately protect the environment and the
public health and safety.
